Sometimes the processes and paperwork is so overwhelming, it puts off potential buyers. Sometimes  the glut of REO homes depress the housing values in the various areas. Until the homes that are bank-owned are cleared out, the housing market will likely continue to decline. But now, thanks to a new initiative, the glut of bank owned home may be taking baby-steps towards helping the problem.</p>
<p>The REO Initiative allows qualified investors to prequalify and establish their eligibility to participate in the REO Initiative initial phase. The Federal Housing Administration (FHA) announced the beginning of the new REO Initiative, which will roll-out in cities impacted most by the housing crisis.</p>
<p>Once prequalified, the REO Initiative will let qualified investors to buy pools of foreclosed properties, with the stipulation that they fix the homes and allow them to be rentals for a determined number of years. This rental period will allow neighborhoods affected by empty and deteriorating homes, to renew and come back to life. Neighborhoods once declining will start adding value to their neighborhoods again.</p>
<p>As home value begins to steady, home prices will rise and neighborhoods will no longer be in decline. Landowners in these neighborhoods have seen the value of their homes in sharp decline as they are bordered by decaying properties This is great news for those in homes surrounded by foreclosed homes.  These rental requirements will be a huge help to homeowners trying to keep the value of their homes up.</p>
<p>The prequalification process must ensure that the investors have the financial ability to manage properties and take care of updating the homes to livable conditions for renters. Investors will have to prove their knowledge of financial and business issues, to effectively manage the properties. Investors must also be able to prove they understand all risks and criteria involved in the program. In spite of dreary economic news, eating out is the new eating in. Why? Exhausted workers and high grocery prices are two factors turning restaurants into the family kitchen table.</p>
<p>A shopper said that the cost of natural foods had gotten so expensive that he could eat at his favorite  restaurant for less; and spend his time relaxing rather than racing around his kitchen cooking. Bottom line, the rising prices of provisions are causing shoppers to take another look at the price of eating out. One Mom said that by the time she spent $8.00 on a package of wings, she figured out she could take the family out to eat for less than the cost of making the meal herself.</p>
<p>Another consumer said that by the time she had worked an 8-hour shift, drove to the store to buy groceries; then home to cook the food, she reckoned that her hourly rate was so low, it paid to eat out. Restaurants are also looking for ways to reduce costs while managing customary turnover so they can serve the customers and it&#8217;s paying off. They are focusing on developing and serving menus full of lower cost foods and healthier foods to keep costs down and their restaurants filled.</p>
<p>Just watch an episode of &#8220;Biggest Loser&#8221; and you&#8217;ll appreciate concerns. One worry that diners expressed was that they couldn&#8217;t control what restaurants put into their food and thereby, they couldn&#8217;t control their calories. But restaurants are onboard, now displaying calorie and carb counts on menus and creating new healthier dishes to appeal to health-conscious patrons and do their part in keeping America trim.</p>
<p>It&#8217;s interesting. As a nation, we are concerned with eating healthy and obesity, yet research showed that when portion sizes in restaurants were reduced, customers complained. The dilemma for restaurants is preparing healthy foods and maintain large portions; no easy feat.</p>
